css issues on example hackathon site

On the example hackathon boilerplate site linked in this repository, the CSS doesn't seem to be loading properly. Therefore, the example site does not look like any css formatting is there
I think when I was working with the boilerplate a while back I found a workaround, but I will have to go back and figure out what that workaround is.
