Pearing down CI test suite

Remove all --no-mpi test runs except for this one (so this removes 5/6 CI runs)

Test Suite / Github (ubuntu, no-mpi, no-debug, false)

Also remove this runner:

Test Suite / Github (macos, mpi, debug, false)
