Align ValidatorsMethod.setValidatorBLSKey with LIP 0044

Expected behavior
ValidatorsMethod.setValidatorBLSKey should not throw if the existing BLS key of the validator is not INVALID_BLS_KEY.
Actual behavior
ValidatorsMethod.setValidatorBLSKey throws if the existing BLS key of the validator is not INVALID_BLS_KEY.
Which version(s) does this affect? (Environment, OS, etc...)
