Create CoverageEligibilityRequest and CoverageEligibilityResponse sample files (json) to support "sandboxed" FHIR based eligibility checks. We will also need to create a "Resource Bundle" containing the resources used in these samples (Organization, Practitioner, PractitionerRole, Patient, etc)
