Quilt modloader (should be identical to fabric behavior).

Describe the bug

I'm unable to adjust the volume of or mute minecarts.

Steps to reproduce

1. create a 2x2 circle of standard rails
2. put ~6 minecarts on one of the rails
3. bump the carts
4. hear the racket as the carts push each other around the track
5. try muffling all sounds that start with entity.minecart...
6. hear the racket continue

I tested with just ESM and QFAPI (FAPI on quilt).
