Move Windows CI off of Appveyor

It would be nice to know the software works on Windows.
Add a badge to the readme, too, so Windows support isn't so obscure.
CircleCI and GitHub Actions both offer Windows support now. Try one of those.
Appveyor is hard to integrate with and not really useful for anything except Windows.
