Removing obsolete(?) python scripts

The following scripts in pyscripts/ are possibly obsolete, and should be removed from the codebase unless needed by the physics solver:
- paws.py
- rdinitdt.py
- rdcontd.py
- uexec.py
- osfun.py
- ruthere.py
Can @llnl-fesp confirm whether any of these are required functions or legacy functions?
