Update CI test pipelines for RAJA and RAJA Perf
- Remove Intel 19
- Update to Intel 2023
- Update SYCL compiler for corona to ROCm 6.1.2
- Add clang-cuda pipeline on lassen
- Add OpenMP target job
- Remove CUDA 10 job (blueos system default is now 11.2.0)
- Update Dockerfile to use new images that Umpire is now using.
