[BUG]: mouse-follows-focus issue with some applications on empty workspaces

Describe the bug
Opening some applications with "mouse_follows_focus": false on an empty workspace causes the mouse to be sent to the center of the monitor. Currently Explorer and 7-Zip File Manager(7zFM.exe) are the only ones I have observed.

This seems to have started sometime after 0fc75af as it currently works as expected on v0.1.24

To Reproduce

1. Set "mouse_follows_focus": false within the config
2. Focus an empty workspace
3. Open an Explorer window
4. Mouse should move to the center of the monitor

Expected behavior
Mouse should remain where it originally was before the window was spawned.
