Clicking settings on anything goes back to the welcome screen

Expected Behavior
It should open the settings for whatever I selected, be it folder, collection, or request.
Actual Behavior
It opens this
Reproduction Steps
Be in local scratchpad, click the arrow dropdown on anything, click settings
Is there an existing issue for this?
- I have searched the issue tracker for this problem.

It is NOT fixed, it is still doing it everywhere.

If I click "Settings" for a collection I see this:
