Deck sync feature proposal - Continue on error

Hi,

We have the use case where plugins (global) are defined twice in our Kong configuration and we would like the Deck sync execution to continue on errors and to load in a best effort mode all the configuration. At this time, the configuration is left in a partial state.

Could we move forward and purpose a PR for this feature ?
