[retirements] PDF certificates sometimes not rendering properly

Under specific conditions (my hunch is it's the very long project name) the PDF certificate breaks slightly. See the "Carbon provenance" link on the lower right side:
Maybe limit the project name to a max. character count, so it becomes "Reforestation and Restoration of degraded ..." in this example. For users who want to find out the full name, they can just click the "Learn more" button anyway.
