[homepage] Add marketing banner to CM.com homepage

Requirements
- As per the design, add a banner to ONLY cm.com homepage
- No other logic is required, the banner will show all the time until we decide to take it down
- Link to direct user to https://hub.carbonmark.com/2024-report
