It should not be possible to delete the preview collection if it is still (implicitly) in use

In https://bugzilla.mozilla.org/show_bug.cgi?id=1575182, we deleted the main-preview/normandy-recipes-capabilities collection despite the fact that https://github.com/mozilla-services/cloudops-deployment/pull/3336/files was never deployed.

  • This caused crashes when we tried to resign the collection, which is just generally bad. Should the preview collection have been recreated automatically when trying to resign?

  • Probably we shouldn't have been able to delete this collection at all since according to the configuration, it was still "in use".
