KLC Compliance - Rule 6.3: Footprint anchor on pad 1

Through-hole footprints of this library are not compliant with rule 6.3 and thus don't match the 3D models of this pull request: KiCad/kicad-library#249
I was mistaken. It's the 3D models that don't match.
