Android platform plugin requires XR_KHR_ANDROID_THREAD_SETTINGS_EXTENSION_NAME

As far as I know, this is an optional (if recommended) extension, and shouldn't be required for conformance. See https://github.com/KhronosGroup/OpenXR-CTS/blob/devel/src/conformance/framework/platform_plugin_android.cpp#L90

An issue (number 1481) has been filed to correspond to this issue in the internal Khronos GitLab.

If you have a Khronos account, you can access that issue at KHR:openxr/openxr#1481.
