action in env.step() not producing result of what it meant to do

Describe the bug
Hi, when I was testing the response of the gym environment to actions, the resulting state doesn't necessarily follow the command actions.
Reproduction Script

Expected behavior
The state I'm expecting should follow the command. eg, a 'left' action should move the tetrimino piece to one grid left etc.
This is the results from the code above, I have done some processing to the image to turn it into array format. The code above also produces images output which aligns with the arrays below.

this is intended functionality. the NES does not immediately move a tetromino when you hold the button down. this environment is based on an NES emulator.
