Update ng-annotate version

As noted in this bug, there are issues with iojs and older versions of ng-annotate. Please update the dependency to 0.15.1 and release a new version as anyone upgrading to iojs will be faced with frustration :-)
Note, I tested this locally by simply copying the folder for 0.15.1 in place of the 0.13.0 version. My gulp build worked great with this change.
Please disregard. I just noticed I have an old version of gulp-ng-annotate! Thanks!
