The presentation of a place name is doubled if there is no place hierarchy given.
For example
1 BIRT
2 PLAC Kreiskrankenhaus Sigmaringen
is reported as
was born in Kreiskrankenhaus Sigmaringen, Kreiskrankenhaus Sigmaringen.
It should be
was born in Kreiskrankenhaus Sigmaringen.
