Finalize plugins for V3.0 release

Finalize all plugins for the V3.0 release.
There are currently 95 plugins installed, 11 of which of themes. Not counting themes I would like to get this number down sub 60, so around 71 plugins including themes.
As well as move all remaining plugins into core/plugins and allow users to use plugins as the directory for their plugins
