Suffix comma wrongly appearing outside quotation mark

In the citation to a journal article, add a suffix that begins with a comma, such as , and others. Ensure locale is en-US so that punctuation-in-quote is active.

Format using Chicago Manual of Style 17 (note).

In the resulting citation, the comma should appear inside the quotation mark that closes out the journal’s title. But it does not. It appears after the closing quotation mark.
