Should TabularPOMDP be move in POMDPModelTools.jl instead?
The rest of the repository contains implementations of existing problems. I am not sure if TabularPOMDP belongs to the same category. If you think it should be here let's leave it here but we should at least have some documentation in the README.
I think it could be in either place. Documentation would be awesome!
