For all commands stored dotCover CLT tool version

It seems that it's not necessary to explicitly set default value for parameter dotCover CLT Home Directory into "%teamcity.tool.JetBrains.dotCover.CommandLineTools.DEFAULT%" which leads to storing it in every command:
Will be fixed in TeamCity core
