Splashscreen for mobile when there is no loader

...to prevent from showing not loaded assets
Currently I can't make it work and don't know why, this is now removed from milestone
The files and commented elements in config file will be removed
Maybe I should leave it as it is and let users decide whether they want splashscreen or not. At this point the background of loader is white and all assets are loaded within iframe beneath it.
The only reason to add splash screen as default would be visual issues while rendering a lot of graphics but I've never seen such issue. (This could be reopened if it occurs).
PS. Or I will add it in free time if it will suddenly works as I thought before previous attempt.
