Build Anaconda package

- Prepare a Conda package with full toolset. Refer to: https://conda-forge.org/docs/maintainer/adding_pkgs/
- Change build system of package to hatchling. The current setup-tools has issues building the package on Windows
- Request review
This is currently being manages in a separate repo, as recommended by Conda forge https://github.com/ITC-CRIB/stage-recipes
Package is published in anaconda forge
