Move the key-manipulation native functions out of toolkit and into the sample.

The key creation functions are potentially very useful, but the ones that are placed into the toolkit deserve more thoughtful design. So I'm holding off on putting them into the toolkit itself. I will put them in the sample, though, so they can be used.
