Upgrade slf4j-log4j12-1.7 jar to log4j-slf4j-impl version 2.17.2

The IBM Streams toolkit use log4j jar libraries.
It is required to change the slf4j-log4j12-1.7 jar library to new version.
It is not a critical Vulnerabilities, but it is recommended to upgrade it log4j-slf4j-impl version 2.17.2
