live-cluster tests on ci pipeline

check why is the workflow currently disables them, see:

can this be added ?
we should also test istio recently added resources to live cluster tests (gateway/ virtual service/ sidecar / service entry) .
live-cluster tests should be enabled after making the release of version 2 of nca and moving the nca repository to internal ibm's git.
