Should be reasonably simple:
!eightball = Bot sends to the channel a random line off the eightball.
Perhaps add parameters to force a positive // negative // indifferent, maybe have it respond when someone asks a question?
Make it work via PM allowing you to specify the channel you want the output to go to.
Good idea - in answer to a question is perfect - anything that starts with the name the bot is logged in with and ends in a question mark. Here's the answers - http://en.wikipedia.org/wiki/Magic_8-Ball
