Operation survey
- remove enabled
- replace enable by approval group (from the selected workflow). default none means field for the end user
Profile --> notification filter
- add billing group to the notification filter

- Send email to billing group admin
Request
- new state in state machine:
Pending Approval - update request list visual: show the current approval step
- display the approuver of a group
Billing group
Add billing group admin :
- can see all request and instance
- setup ui/profiles/billing-group/2/users/update/
