Integrate rigctlcom into a thread in Hamlib

Allow rigctlcom logic inside Hamlib.
#1 TCP Port connection could emulate Kenwood/Thetis for DXLab
#2 COM Port connection with virtual serial port would allow other apps (e.g. N1MM, OmniRig) to connect without having to run rigctlcom separately...would just need a set-conf option or put it in hamlib_settings.json to enable.
