Pull Requests on Hacktoberfest or hacktoberfest Tagged repositories are marked as Ineligible.

Describe the bug
According to new Rule of Hacktoberfest a repository or issue has to be tagged with hacktoberfest tag to count the PR as valid.
Even when the issue has a tag the PR is being marked as Ineligible.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'any repository having tags Hacktoberfest or hacktoberfest'
2. Submit a PR.
3. Check on Hacktober Profile.
4. The PR Submitted is Marked ineligible.

Expected behavior
According to new Rule of Hacktoberfest a repository or issue has to be tagged with hacktoberfest tag to count the PR should be valid.
