Disable new registration after END_DATE

From the call on Monday. New registrations past the end date should show a page showing that hacktoberfest has ended and come back next year.
Page does not need its own route. It be can shown like the error pages.
Note that we are not disabling profile page views.
Initial content should read:

Registrations are now closed.
Hope to see you next year!
"
