Add delay to launcher

Add a delay between server start and game start since sometimes server takes longer to start then the server wont recognize the client...
It's already the case here : https://github.com/H1emu/h1emu-launcher/blob/main/H1EmuLauncher/Windows/Launcher.xaml.cs#L257 And the server should always recognize the client, have you a video of this behavior or something ?
