Remove TargetPlayer field and TargetedWildcard

The TargetedPlayer shouldn't be a property of the card, and when wildcards are played, the targeted players can't necessarily be mapped one-to-one with the cards. Instead, the targeted player should be asked and announced whenever a card is played.
