Update process for applying for the Community plan

The process by which folks could apply for the Community plan is broken. One of two things need to happen:
- The process be fixed; or
- We update our documentation to reflect a current, more manual process.
I'd say we may need to start with option 2, but with the hope that option 1 can still happen in time.
Option 2 is done! We can still consider option 1.
