Describe the bug
Certain blocks don't disapear after gettings placed
To Reproduce
Install papermc 1.20.6, as plugin download geysermc, floodgate, worldguard and set the block-place on false in the global worldguard regions
Expected behaviour
blocks dont gets updated

Able to reproduce, albeit not as frequently as shown in the video here. Marking as confirmed.
For anyone looking to see for themselves:
- Install WorldEdit/WorldGuard
- run
/rg flag __global__ block-place deny - attempt to spam place blocks
