`content/publication` to bibtex/CSL

So, I've been thinking about how moving towards using hugo new ...
and Netlify CMS might mean that folks don't have citations, but are still adding publications.
Maybe, along with #48, this effort can move towards adding citations after a new publication has been added.
I don't think this idea's been fully fleshed out, but basically it's summarized with – having something like --export-bibtex
which scrapes the contents of content/publication
(or the like) and assembles a bibtex
or JSON CSL
as you alluded to in #48.
