Base Email Template

What/Why?
Chapter and nonprofit members need to receive emails so that they are aware of important events that happen in the application.
Acceptance Criteria
- Base template matches Figma design
- Base template can be extended, and leaves a section for content that changes per email (the email body)
- Bottom icons link to sites as defined in the Figma
Additional Information
- You do not have to create all of the templates that extend the base template, only the base template
- The only files that you should need to change are under emails/shared. There are a bunch of unrelated files so don't let that confuse you.
