Do not allow usage of `/index.php/.*`

Current behaviour
/index.php/.* is accepted next to /.*. This allows Google to index the same page twice (or really 4 times with the language distinction).
Desired behaviour
Any URL with the basepath /index.php should return 404.
Steps to reproduce
Go to https://gewis.nl/index.php/en/ and observe it works.
