Move non-public files out of `public`

Move the following directories out of public and into data:
Why is this needed?
There is no reason to keep these files in a publicly and directly accessible place. While we prevent directory listing through the proxies, it is easier to just not have the data there.

Do this together with GH-1794.
Education documents are a mess and will take significantly longer to fix.
