Add USCD-Ped1 dataset

Add the USCD-Ped1 dataset (http://www.svcl.ucsd.edu/projects/anomaly/dataset.htm) or a reference or downloading script for it to the repo.

Align it with the rest of the code so experiments are easy to initiate (a dataloader or something similar)
