Can't start game at all, stuck on "Initializing resources"

When I try to start the game, GMod loads normally until it gets to "Initializing resources...", then it just stops loading. The little yellow thing in the middle continues to animate but the loading bar never progresses and never stops initializing resources. I don't have any other addons enabled besides Jazztronauts. Am using the x86-64 branch and have every mountable game selected. Sandbox games start just fine.
