Allow manual GRGate trigger from issue dashboard

Similar to what Renovate is doing, we can add a check box at the bottom of the issue dashboard. When ticked, GRGate would react and process the repository. When done, GRGate should untick the check box.
Example:
- Check this box to trigger a request for GRGate to run again on this repository
