Create GRGate release dashboard

A release dashboard is an issue that is kept open and updated. It provide information to the repository maintainers about the state of GRGate and the repository status.
This is similar to what Renovate is doing and help maintainers to troubleshoot misconfiguration of GRGate in the repository where it is used.
