ENV Editor -> Custom Settings

The proposal here is to move and rename the current ENV Editor to an always-visible "Custom Settings" accordion in the settings panel. This will make using Lua OneSteps that need custom settings such as a 3rd party token more accessible and user-friendly. As we begin pushing more value through OneSteps, this will become increasingly important.
