Gatekeeper UI - Add an Admin console

Right now gatekeeper is configured primarily through property files, it would be nice to have an admin console so that approvers can manage things like approval thresholds from the app itself instead of a configuration file
Completed for RDS, EC2 doesn't have anything for this view as of now.
