Gatekeeper RDS: Re-work Role mechanisms

The roles for the RDS side of gatekeeper should be more robust they should be changed to be:

1.) Application Specific
2.) Able to support multiple roles for a given app (DBA + DEV, DEV + OPS, all 3, etc)
