Links to ~/drug/reference return 403

In https://open.fda.gov/drug/event/ there are some hyperlinks with instructions on how to query the endpoint. These links are of the format "~/drug/reference/#something". These links, along with any reference to ~/drug/reference return a 403 with an unfriendly error page.

It seems like the proper links resolve at "~/api/reference/#something". So the error is mostly cosmetic. I'll clone the repo and see if I can fix this one.
