why some products do not have "openfda" sub-section in the Product Labeling database

for the product labeling database, i'm wondering why some products only contains fields such as "spl_product_data_elements", "spl_unclassified_section", "set_id", but the "openfda" is blank. For instance, when i explore the drug-label-0001-of-0011.json, the set_id: 473ec4df-7a53-492c-8e3a-91f39ab3b6a6 does not have "openfda" information.
Since I found that this set_id is exactly the same as spl_set_id, if there is a spl_set_id within the "openfda" sub-section, I'm also wondering if the set_id can be used as spl_set_id. Eventually I would like to know the active ingredients or substance of a product, but my problem is that half of the products I'm interested do not have "openfda" information so I can't retrieve their substance (or unii).
